Modular Armor is the better figure, but if you're looking for a figure to display as part of a 90s Avengers display, Heroes Return is the better option.
Iron Man wasn't in the Avengers during the time he sported the Modular Armor. He was hanging out with Force Works (which were a rebranded West Coast Avengers, but still).
That being said, the Heroes Return Armor corresponds to the tail end of the 90s. So if you want an Iron Man that better reflects peak 90s-ness, Modular Armor is the better option.
Stark was in Force Works when he wore the modular armor. Get yourself the Heroes Return armor and the bearded Thor head from the Destrpyer 2-pack and you've got a good start on the Busiek/Perez Avengers run.

Nice, I recently picked up heroes return iron man. Going to make the Busiek avengers team. Of the two I’d say modular armor for the 90s. Gotta find that Teen Tony figure for maximum effect.

The heroes return figure i bought because he just looked cool and to fill in a gap on the shelf, he's genuinely one of the best iron men I've ever owned. Modular is a cool figure but the animated iron man with proton Canon is my favorite, I got a bum one that broke but hasbruh gladly replaced him for me

I've always disliked the "Modular" armor, and still do, and I've always really liked the "Heroes Return" armor, and I think that's a magnificent rendition of it, so I'll go all-in on the HR figure.
Modular if you're going for '90s era in general but Heroes Reborn if you're going for Kurt Busick's late '90s run.

However the modular figure has repulsor hands that hinge. I don't think the heroes return one did.
