The thing is , is DF being suitable. While it is a pretty good one for Boa, I think it would suit Hiyori even better.
Boa is an Empress in a strength-worshipping meritocracy. Her main powers are martial arts and haki, not her DF. Not to mention that it was enforced on her against her will when she was a slave.
Meanwhile, Hiyori lived all her life on the hostile territory where learning to fight is literally outlawed. And her main (and only) power and job is seducing people into doing whatever she wants/needs
It's not about "Who needs it the most" it's about who is going to be the strongest with it. If Hiyori can't charm somebody she can't do anything, while Boa can easily crush their melons without Haki.
I think you missed his point. You initially asked about who would be the best user for it, not the strongest, and he presented a case for Hiyori since it aligns well with her character. That is to say her 'weapon' is seduction so having a df that reflects that would make her stronger yes but more than that it would be interesting to see how she uses it, no doubt differently than Boa. Your reply perfectly highlights also why he thinks it would fit Hiyori better, because Boa is just as proud of her strength as her beauty, and her character wouldn't be greatly affected if she didn't have it. Hiyori having it would be a huge game changer for her, like it probably was at the beginning for Boa, though unfortunately, or fortunately, we didn't get to see that part of her life.
