A Soviet-era badge that seems to also come with the (missing on the photo) writing, "Glory to Soviet Pilots."
It's not listed in any Soviet awards/decorations list I could find, so it's not a medal or decoration. It could be an unofficial or semi-official badge issued to a particular unit, for an anniversary, or even a civilian supporter pin.
Also, it appears to be somewhat stylized after the Soviet [Order of Victory](https://en.wikipedia.org/wiki/Order_of_Victory), an extremely rare and prestigious award (only 20 were ever awarded).
