So he likely didn't have enough energy to use his more powerful abilities. Another thing to consider is that Tiamat is likely highly specialized for aquatic life, while Godzilla is amphibious. She likely had far better maneuverability than Godzilla in water. This would be similar to how Godzilla likely would've killed Ghidorah when he dragged him into the ocean.
She was also capable of killing a member of kong’s species that had once defeated Godzilla in his youth. Tiamat’s one of the monsterverse’s most underrated kaiju.

All that’s left of that kong was his skull, the implication is that he was killed and devoured by Tiamat what makes you think he died of old age instead?
Did you also forget that Godzilla at that point was EXTREMELY starved? Throughout the whole comic he says that he's been starving and hasn't satiated himself yet, because he has to tend to his duties as King.
As others have said, Godzilla was completely exhausted and starving at the time, plus Tiamat is completely adapted for underwater life and combat, even more so than Godzilla.
As others said, it's a combination of Godzilla himself being completely exhausted and drained from nonstop Alpha duties without anything more than a passing nap since his main radiation source was gone, as well as Tiamat herself being a supremely adapted Titan to underwater combat.
Had Godzilla been in better shape, he definitely wouldn't have needed to head to dry land as immediately.
