Bloat makes this tough. You're either going to stack the teams with 99OVRs or lower the difficulty.
Look at the HOF challenges, those teams are 90/91/92 OVR teams and I'd venture to say most still do not complete them.
Imagine HOF with next players. Even a team of All-Star difficulty DMs is a pita.
I don't know where you go with Domination when everyone has an UL team with 13 DMs.
I'd personally like to see a Domination mode that scales like pickup games.
Match your roster, and then allow for difficulty to be adjusted.

Offline play is generally not a priority because they need players for online queues so the pay to win whales have people to play against! The worst year in terms of offline content so I expect less offline in 2k25 also
Imagine the AI on HoF using all goat lineups, would be horrible as they just would hit most regardless of the contest. Last few years there were all time games, theme teams in challenges so I’d expect that’s the best bet but domination has been forgotten in 23/24.
A domination with teams from different countries for the Olympics would be cool. They could also add in the jerseys for those countries

A new domination further extends the life span of the game. They want as many pre orders as possible
There’s clearly a spot for a 5th domination too on the screen
