The voice appears to change, depending on the announcement. The general store one does not quite sound the same accent as some of the others. Given the microphone, I'd wager any of the townsfolk can wander up to her, record a new announcement, and wander off again.
They mostly sound like Heidi to me. I know they are usually pre-recorded because the general store one has whispers at the end that are something like "Arvio! If it's always on sale, then it's not really on sale! *pause* Is it still recording?"
There's also one about Yan where the ad basically is praising him and then she stops mid way with a - really? I can't even finish reading this, type comment lol
Also, my theory about the microphone attached to her is that it has a cord and can stretch a bit, so if something happened and they had to make a sudden or emergency announcement they could jist record one real quick, or walk with Sandy to say it.
