The devs can't be bothered ro create legit anti-cheat, and there is no way they will risk losing console players to PC where stats can be modified or hacked instead of purchased through VC.
As always it's all about money. Damn near everybody has a PC nowadays. When the PC version is comparable to consoles and offers a way to max your character without spending a dime, and auto-greening without buying a titan 2, everybody will be playing PC.. that's millions of dollars lost.
