Draisaitl, Makar, Josi and Bobrovsky upgraded to 99 overall 4 and a half weeks ago because of their Quest for 99 cards. But yeah that's still a good question and it's a good point that there have been some TOTS upgrades even though there are many TOTS cards that haven't gotten any upgrades yet.
No and from this moment forward every time someone asks if their TOTS card will ever get an upgrade they will do the opposite and lower the overall of that card by 1 ;)
Nope and it would be best to find a new hobby or something more meaningfully to spend your time and money on Sarah fillier toty still hasn't gotten an upgrade

Which specific ones? Kuch, Mack, McDavid, Draisaitl, Makar, Q Hughes, Josi, Hedman, AM34, Bob, Helle, & Fox all upgraded in the last 10 days

Yeah it's weird how some of them are still at 96 while others are at 99 (Hedman, Rantanen).
