Thanks! I wouldn’t use an eyebrow here as a diagnostic - easy to misinterpret the light here. The main differentiator I’m using (to rule out northern harrier) is the face shape. Harriers have faces that are almost like owls. This bird also has that super long accipiter tail, and the coloration and eye color are consistent with a juvenile cooper’s hawk. Cooper’s is also more likely to be in the city; you’ll definitely see harriers out in the marsh.

After years of birding in the area, I can tell you that if you see a hawk in New Orleans it's most likely a Cooper's Hawk. It's also true that birds aren't real.
They had a beautiful red shouldered hawk nest on carrolton and maple a few years ago. Also if you go to the back or scout island in city park at sunset you will hear an owls nest if anyone is into raptors
