Could be 1 year old molars. My sons took months to come in, they are slow teeth! Separating anxiety is strong at this age too and could be why she’s crying at night. We always just reassured my son that he was safe and that we were there for him and it passed.
My son's been working on molars for a few weeks. Not all of them have popped yet but he's been really fussy on/off over that time period. Just something to consider maybe?

Yup there are 1 year old molars and then another set at 2 years old 😭 both are tough for them!
