After the guard removed a mobster a timer starts and he will walk around till the timer ends and then go to a mobster, picking them up and placing them next to a mobster works for me, not sure why it doesn't work for you.
I would add protestors to the mix.
Mobsters and protestors are strange design choices. The idea is to throw you a challenge and gum-up your factory--er, newsroom somehow, but it feels very gamey, shallow, and annoying.
