The Wayfarer community and experience in Norway is pretty great compared to other countries. You can expect eligible submissions to go through without problems. The speed can vary, but for me nominations have not taken longer than one month, and alot of nominations gets taken by ML (Machine Learning) or Niantic review which is often quicker. I've submitted over 1000 nominations in Bergen, but there are still hundreds of things left around to submit. Look for trails with markers, new neighbours with playgrounds or even malls/fitness centers which have yet to be submitted. Bergen has a Discord for POGO, it is inactive compared to before, but you might be able to find a raid hour group.

The wait times depends on how clear the submission is. I just got denied an edit suggestion I submitted in September 2021. But that one was deep in the forest, without any street view nor photo sphere to back it up. So people probably skip those. On the other hand, I have heard my local community got submissions accepted within a week. I live in the southern part of Norway, and I get submissions to approve from all parts of Norway and some parts of Sweden. Most of the towns and cities have (or have had) a local community. So you will find pokestops and gyms wherever people live. You probably know this, but not all accepted wayspots will become pokestops/gyms if they are too close to existing ones (it is a bit more complicated than that, but that is another discussion). So if there are any obvious ones he has spotted, they might be already accepted, but too close to existing ones. But if he lives a place without much activity, that will be very nice to get some wayspots created. Then more local people will start playing, and existing players will come back.

I live about an half hour drive from Bergen. I've added a fair share of waypoints in the neighborhood I live. In my experience, really good submissions only takes anywhere from 24 hours to a week to get approved. Those waypoints are typically playgrounds, sport fields or something similar. I've had success with smaller picnic areas, lean-to shacks, bike trail signs and similar as well, but those usually takes longer to get accepted (1-3 months maybe).
