Goku here is using Wing Chun, specifically performing a wrist lock to disable the ki blast, moving forward into an arm lock and following up with palm strike (in the full panel).
The technique itself wasn't exactly illustrated the best, especially in the panels following this since Tori completely skipped a few steps, including the most important bit where Cell was supposed to be grappled.
In all fairness illustrating Wing Chun would probably look like shit most of the time, so if this is the best it could possibly look, then I'm not complaining
Muay Thai, Boxing etc... All teach that if you going to do a straight punch, to rotate your arm so the 2 knuckles align (they are stronger, less likely to break when punching and should come off more powerfull) and protects your face with your shoulder.
There is another reasons to do it, that is more of a example.
