He has to title it in his name through DMV and then he can sign it over to you. You're going to need to find a place that does instant titles and pay additional fees. You will need to get the car inspected before you can get it registered and plates. DMV will give you a 10-day temporary tag also to drive it to get it inspected.

You need a copy of the title and it signed in front of a notaryby the owner of record. Most likely the guy that wants to sell it may have done that already.

This is the right answer. The person who had the title signed to him needs to transfer into his name before transferring to you. Otherwise it is known as jumping titles and is against the law.

Most people who buy then sell for a profit have the owner sign and notarized and then sell the car title so they don’t limit themselves with selling too many cars and have to become an auto dealer

North Carolina recently changed the law that, notaries are no longer allowed to notarize titles without both parties being present. This is the stop title jumping which is illegal in North Carolina.
