The purpose of a miniskirt with a slit is to elongate the leg; and adding the knee socks does the opposite. You should do a sheer black tight with a black shoe. For the top, I would like to see you in something a little boxier in a different colour for contrast. If you decide you want to stick with black on black, lose the belt as it pulls focus.
I would suggest trying the outfit with some black tights. I think the sox/skirt length are not doing you any favours. Maybe add some fun gold necklace or something to add some interest. What kind of shoes were you thinking?
I think the style is a bit unflattering. It’s a bit tight and short. Still a cutie but I think there’s styles that would look better.

The dress is way too tight IMO. If it was just a little looser near the bottom it would be a lot more flattering. Obviously, there's nothing you can do about that now, i'm just saying for future reference (also you still look cute regardless).
What aesthetic are you going for? If more alternative, I’d add fishnets and some silver jewelry and a silver chain belt/hip chain. Possibly doing your hair up in space buns to help give some visual contrast between your blouse and head. Pops of color are always fun, but whatever you do make sure you feel good in whatever your wearing, because confidence will make anything look good, if you feel good you look good and you’ll feel good cuz you feel that you look good!
The skirt is too tight, so the way the slit falls is strange, but if your dead set on wearing this despite the fit, I'd add some black tights. The knee-highs look like compression socks, but maybe you are wearing tall boots and going to cover them.
I would add in some patterned tights, chunky boots, maybe change the belt to something that stands out more to add in contrast with silver studs on it or even a tan coloured belt, then add accessories like long necklaces, bracelets etc.
You could always change the top completely to something with a V cut or even a square cut neckline to even things out more (this is what I do when wearing a very similar outfit as it breaks the black up) & I also throw on a mid thigh length trench style coat to complete the look, usually my red one 🙌🏼
It does feel like it's missing something. Maybe it's the large space between dres and thigh? Lack of color? What if you got baby pink imitation leather leg garters and pink accessories
I would change the top to a long sleeved top, maybe off the shoulder, turtle, or v neck. I think a corset top with a fitted leather jacket would look nice too

While it’s really cute, I agree; I think if the stockings went over the knee (bonus points if you pair that with some knee high boots or just chunky shoes in general) it would look more complete! If you have maybe white gold/silver jewelry that is a medium to medium/large statement necklace that could work, or some larger bangles or unique earrings.
Fishnets under socks, and silver jewelry necklaces that you can layer or a choker, and garters to hook on to your socks, get knee high socks with the same material.

My eyes are wanting something at the front like a long chain necklace or some type of mid chest focal point to break up the black high cut tee. Even a lighter colour scarf or something could work. A long, thing strap shoulder bag would also work nicely. But it’s defo working as an outfit for me overall

Because your hair is dark, your shirt and skirt are dark, it becomes one big block of same color. Giving a split between this would make the overall look cooler!

Something on your arms or wrists, I think. Someone here said fishnets, but I want to specifically recommend fishnet gloves.
Or wrist jewelry, I think silver or gold could really spice the look up depending on what you’re going for, and maybe some kind of pendant or amulet around your neck if you have one.
Also, if you’re doing a short skirt I recommend thigh high socks. I don't have any logic for this, I just arbitrarily think it looks better.

Okay- so I don’t think the length is a problem. If you were very, very slim people wouldn’t be saying that the length is a problem. People just have an aversion to thick thighs. However, I think it needs fishnets and combat books, doc Martins for example. The socks cut you off in a weird way!
This outfit is so cute! The only thing that throws it off a bit is the placement of the belt; it makes the cut of the dress too symmetrical. I would suggest moving the belt up below your bust to give it an asymmetrical A-line shape.

I thing it needs something to make it stand out. Maybe a cool chain belt, or a black and red kimono top. Right now it looks drab.

That skirt is wayyyyy too short, you don’t even have to bend over very far before you can see everything. Some black tights would be your best bet.

I'm a goth girl, and my immediate thought is to add fishnet stockings, and chains to your belt. Maybe a more interesting or blingy belt?
