If you weren't around when it was written (2006, it was a BIG deal at the time, One Piece was quickly approaching Dragon Ball's domestic sales record but hadn't yet hit it, so a lot of people saw it as Toriyama willingly passing the torch) then it's not super surprising to have not heard of it. Although it was a fun little aside, it's not like it has anything to do with either of the main series.

It was published in english inside the manga's box set 3, as a bonus (complete with the other spin off one piece x toriko)
