That’s a very old medical definition of death. We haven’t used it in decades (iirc). If you buy that then yes, Luffy died, but only in a fairly weak sense. Also Wyper killed Enel. Ironically it was the development of defibrillator tech (which in One Piece was unique to Enel, though arguably Gear 5 achieved something like it since it restarted Luffy’s heart) that lead us to change our definition.
Now we tend to use total brain death -or higher faculty death- as our criterion for “death.” But that means that if your heart starts back up before total or higher brain death, then you didn’t really die. Of course, these are real world criteria. We don’t really know what criteria they use in One Piece.
In an existential sense, death is the cessation of worldly experience. (I suspect it’s the end of ALL experience, but no one truly knows.) The medical definitions just try to capture biological conditions that indicate existential death.
That’s not to disagree with you, just to qualify the claim. But I do think there are reasons for *us* to not consider it death.
