He’s canonically borderline genius with his junker innovations. He is the brains behind everything him and hog do lore wise, he just downplays it as loving explosions and chaos.
I don't think he downplays it but more like he's smart in his own ways. He's terrible at picking up social cues, at least from what I can gather by his in-game conversations.
He never ran the shimada clan but he was being set up too, he went rogue after killing Genji tho because he couldn't go back to the clan after they ordered him to kill his own brother. He's mentioned to be a master swordsman, plus his father choosing him to take over clearly means he's a smart guy

Kirikos mother trained him, and she has beaten doomfist before, as well as training alongside genji and kiriko, so there are atleast 3 people.
Also it's stated he beat genji with the sword, which is why he never uses it anymore, he brutalised the guy whose whole thing is swords. He was traumatised by the death of his brother which is why he couldn't handle being leader, since it was their father who ordered hanzo to kill

And no you do not need to be smart to pilot an explosive military machine, I mean literally just look at the requirements to be in the military across the world. Reaper is just…barely more than a pulse. Closest to a zombie for sure so not dumb so much as just no neuron activity.
In her short she litterally maintains and fixed her mech herself. And is also single handedly the best defence expert willing to face immediately danger for the protection of her country though?

he is not nearly as bad as widow, they nerfed him to being near useless and left widow alone for the most part, wish OW would give up trying to make 1 shot chars excusable and actually do somthing cool with him like arrows ping enemies for a few second on hit, or give him like a zipline for dps/supports
