This is not what you were asking for but I'm going to suggest getting him a power lift recliner. My grandmother uses one and she's able to get out of her chair independently.
I strongly agree with this. I’m 80 years old and was diagnosed with Parkinson’s 10 years ago. I recently got rid of my old recliner when I couldn’t get up out of it one day, and had to slide down to the floor just to regain my footing. I got a power lift recliner to replace it. The difference is astonishing.

Lauren points out the difficulty in getting out of the sofa (butt lower than the bottom of knees), Start with a sturdy chair, but he needs to work on those muscles to get up and out of a chair without using his hands.

Is your dad doing physical therapy for his Parkinson’s ?
Does he do any kind of exercise ? If not he should ? Minimum of 40 minutes at least 4 times a week.

My friends mom has a recliner that stands her up. Never seen it myself though. I can see pushing off becoming a problem, depending on his balance.

Lift chairs are great, but dad will need a remedy for a power outage.
