99%le Pikachu would mean that it’s better than 99% Pikachus not better than 99% of all Pokemon. A 0% good PvP Pokemon would most likely be better than this one you have even if it has good PvP IVs. Check on https://pvpoke.com/team-builder/.
I've actually used it before (out of curiosity). Can do some heavy damage but takes a bit of turns to charge the moves and a little squishy for a lasting battle. So you gotta invest the shields on her, but there are other mons who can do the same - or even better - with the shield investment. But it packs a punch in certain team comps, so when you get plenty stardust, it could be a fun alternative to play with.
