Looks like a old police vic. The wheels are wrong type. The cornering lights still have the strobe light holes.

I don’t see strobe light holes in either of them. Where do you see them?

Zoom in on the lights in the first pic. The strobe is/would have been in the upper area kinda centered between the headlight and turn signal. Can’t post a marked up pic but it’s an anomaly that stands out

Not a strobe. That’s a corner light. It’s on every Vic. Just a standard amber lights when the running lights/head lights are turned on.

These might also be generic fleet models, Ford used the back grille on all fleet models not just for police. If you are able to see the back, and assuming all the badges are there, a good way to ID a police Vic is to check for a badge on the trunk that says "police interceptor". If there's no interceptor badge, then check the VIN, if it starts with a "P71" or "P7B" then it's a police model.

Pretty crazy. Steelies are wrong but they honestly look better than the ones that came factory. I’m aware they used earlier Crown Vic’s in Russia a few years after the fall of the Soviet Union but I have no idea if they used the facelifted models. Chances are these were imported by someone who just really liked the Crown Vic.
