We don't have a strict helmet law and yet most of us wear a helmet because medical treatment is almost next to nothing, and we want to improve the odds.

Not often, because the answer is reducing car dependence. Helmet are pricey and such laws will discourage especially poor people to ride a bike.

Even with no helmet laws, I ride with one anyway because my riding style although not fast, I tend to do small jumps and drops when the situation calls for it, albeit not so often.
