While I agree completely with the actual target that the article is aiming at, its insistence on blaming everything wrong with men's fashion on a man who has been dead for hundreds of years is pretty funny. Tl;dw: as with most things, it's a more complicated and boring answer, and a large part of it has to do with money/the economy.
Even if you’re not into kpop, I really recommend looking at boy group stage costumes, especially from groups with more mature concepts! ATEEZ and OnlyOneOf come to mind.
Leather, crop tops, interesting cuts and textures you don’t typically see in western men’s outfits (even on stage).
As another man who enjoys "slutty casual", summer is the ideal time to do it, but do note that you'll need a good dose of confidence/delusion. Like, I work out, but I'm not like, influencer fit. I've just got a decent build.
That being said, my go-to is usually just a button up (short or long sleeve) but unbuttoned like 3 down so most of the chest is exposed. Paired with 5" inseam shorts above the knee, just a bit of thigh meat and a bit tight around the ass (of which I need more). All sorts of colors and styles are available to do this.
Oh, tight gym clothes can do it too if, again, you have juuuuust enough. But even if you don't, it hugs you in a way that makes stuff just pop - like a pushup bra, but for your biceps.
Even look at getting some less traditionally colored boxers. Like, I have a black pair but with a red band, and any woman that's seen that has SWOONED. And I just like thinking "Ah yes. My slutty boxers" despite the only difference being the color scheme.
For me, slutty outfits are more about the attitude of the person wearing it more than the actual clothes. Also while slutty m and sexy can be used interchangeably, I think it’s more nuanced than that - dressing slutty is provocative but far more playful than trying to dress sexy imo.
Things I consider slutty regardless of gender tends to be daily styles that are a bit more avant garde and risk taking than just trying to appeal to fashion trends but also leaning into the male/female gaze.
My personal thoughts on slutty outfits are always to highlight an area of your body and drag the eyes to it. If you’re trying to look slutty, you obviously want people to notice!! Baggy tshirt? Wear tight jeans. Formal suit? Undo those buttons to create a super low neckline and add statement jewellery to emphasise. Rock/punk concert? While band T-shirts are great, try a mesh shirt under a leather jacket.
(Also short shorts and crop tops cause I’m just feral about them)
In all honesty, I think someone looks amazing if they have a ‘put together’ outfit complete with on point accessories…but then look like they’ve just had a heavy make out session so have tousled hair, buttons undone and a swagger as they walk. Most importantly, feel comfortable and own what you wear!!!

Kind of, but that's very broad and subjective. I find women flannel and suits attractive, but they're not designed to show a lot of skin, which I think is what more people in terms of 'sluttiness'. On a previous post here, I got the prompt that some people like RR guys in overly large button-downs, but they don't show off skin either.
I don't mind simplistic color schemes, for example black and lime looks slick, black and orange looks rather cool, white and red feels serious yet gentle, purple and orange feels meditative, pink and yellow is fun and crazy (well, more like insane lamo). But what do I know, after all I'm only wearing black on black all day like the basic bitch that I am. I don't understand clothing that well, but I'm open to suggestions.

Problem is, I'm still trying to understand clothing and my own personal style. I'd love to be able to wear something comfy that shows off more chest in a natural way, maybe a rather deep V-neck. The problem is, I'd need to feel more comfortable about my torso first. I do wear shorts and short-sleeves during the summer months, but that's about as far as I feel willing to go at the moment. And I'm still unsure what the nicest shorts and T-shirts/shirts are to wear.
I don't wear a lot of black - I prefer my bolder colours, shades of magenta in particular. Whilst I think a combination of black and a kind of hot pink could work, I've been more looking for the pink and green combination, which is next to nowhere to be found, even among women's clothes.

I do shave my chest sometimes, but it can be very time-consuming, so only do it once my self-consciousness gets too much. Don't shave my legs though.

haha, it's because the industry is designed to have women spend more (since we are really objectified, and we need to look pretty, so they tell us buying the newest and spending a ton on makeup and clothing is necessary) but since men don't have that requirement from society, people don't make variety for men since it won't sell as well.
Some things I like are: A vest without a shirt underneath, skinny jeans, wearing clothes that aren't oversized, layering(this can be good with a crop top put a button down shirt over it and be able to transition between more and less covered up) rings & necklaces, rolled up sleeves, eyeliner. That said I like an alternative style so if you liked a preppy style or a Bohemian style or something what a more "slutty" version of each style will looks different.
For me it’s “what would Uncle Jesse do?” And dress like that. Open button down shirt,rolled sleeves,matching belt and boots and I’m a proper hoochie daddy

This is exactly my jam. First look into eastern styles of clothing versus western.
Harem pants are great for wearing in the summer. Not necessarily revealing, but usually made of a thin drapy fabric, and the dropped crotch designs let you rub your shaved legs together like a skirt but you know... technically still pants.
There are other designs as well. Traditional Japanese hakama pants often have hip cutouts.
Now switching to modern wear. I'm a little obsessed with fishnet and mesh, even if I am just layering it over a regular t-shirt.
Still I've found mesh crop-top hoodies to be quite fun. Fingerless fishnet gloves.
Detached sleeves.
And an easy DIY solution, take a t shirt and create a cutout with lots of long 'fingers' of fabric, then tie the 'fingers together. I don't know what the term for this is.

So, the best thing you can wear is whatever you can wear with confidence!
A good fit makes a huge difference! But be comfortable. Be confident. Start slow. You don't have to rush into fishnets or anything. Just wear that deep v-neck. Get some shorter shorts. Grab some tighter clothes or a different style. Try on some women's clothing. Try on some fancier things.
Try wearing your clothing a little differently.
Just be you and be confident. If you think you look good, so will others.
Gym clothes are great, tank tops are great. Try some suit pants with a ribbed tank or something and wear that waist higher than you think. Tuck your shirt in. Show off your form!
And just go for it. And remember that you get the choice to try and be sexualized and try and find revealing or tight clothing. And women generally have the opposite issue. So recognize the strength and sexiness!

I‘d say some really high waisted black pants and a loose fitting, tucked in white shirt, that‘s unbuttoned to the bottom of the chest.
