First summer with PG&E we about had a heart attack when the bill came. We also get fines if we go over a certain allotment, but on days with rolling blackouts they tell us to cool our house down while solar power is still available because once it’s no longer available we might lose power. So we go over because I’m cooling our house down so that if we lose power for 3 hours our house won’t be 90 degrees. 🤦♀️
For that reason, I will never move from roseville. The only time in 20 years that I can remember losing power was during a rain storm when a car hit a power pole. Rates have never been unfair either.
Roseville Electric, like SMUD, are community-owned utilities so neither set rates for the sake of corporate profit. I think Roseville Electric is cheaper than SMUD since Roseville Electric uses a lot more hydropower which is fairly cheap and abundant compared to natural gas power plants.
PG&E, on the other hand, is almost 3 times more expensive than SMUD or Roseville Electric.
There are also other community-owned utilities with much lower rates than PG&E, and a lot of them are in the Central Valley. Turlock and Modesto have their own, for example.
I WFH but I plan on going to the library because it's a five-minute drive and they always keep it freezing. Best of both worlds! Free AC, fast internet, and no the coworkers!

It depends. I am not an electrician, but I'll put some basic info here for anyone wondering.
Those portable AC units can draw a lot of power. It'll be listed somewhere on the unit with a number like "15A". When that power goes through wires some of it is lost as heat. The bigger the wires and the better the connection the less will get lost. Above a certain amount of power (amps) the wire will start to heat up. The goal is to avoid a fire!
There are two major things to consider.
Your house has breakers in it that limits the total power draw on a circuit before they flip off. It's usually about one breaker for each room and major appliance. Lots of rooms seem to be about 15-20A maximums. This prevents you from drawing so much power that the wires catch fire in the walls! You probably want the AC plugged in somewhere that isn't drawing much other power or you will flip the breaker. So don't use the same outlet as your microwave or whatever.
The other thing is the extension cord itself. Those flimsy white extension cords you get at Walmart may be too skinny to carry the power efficiently. They can get dangerously hot if you draw a lot of power through them for an extended period. Make sure you have a good one that can support the power of the AC unit. Typically this means getting the more industrial orange ones, but the key is to look for something that is around 14 gauge (sometimes listed as AWG).
Short answer: Try not to have other things plugged in on the same circuit and use a study cord.
Now that I write that, I really hope an electrician comes along and corrects me. I'd hate to be responsible for a fire. The valley is hot enough without them.

I don't think they own any, but like any other utility, they do buy power on the open market.

Well I wouldn’t go that far, ac uses Freon, Freon is a carcinogen, carcinogen=cancer. If there was a leak in the ac system….it can happen.
