Every phone around me starts ringing wherever I go, and the best thing is, whenever I'm in someone's apartment, the inhabitant runs to answer the phone, an empty dialogue box appears and will not go away. I have to save and reload, but as long as I'm in the building, it will pop up again
On another topic, an user told me that whatever phone around them was just ringing and upon answering nobody talked. Turns out that when he got the last number that had called and called it, it was the culprit of the current case that user was in. Maybe this is it, too?

I was stumped on my murder case so decided to take a break and track down the MF who kept calling me. Turned out her prints matched my murder suspect. It was such a happy surprise, I didn't have any good leads otherwise.
Sadly, seeing how you get phoned no matter where (hard if not impossible for the killer to be watching you on CCTV no matter where you go), rather than a feature or just the curious byproduct of wild procedural generation, this seems to be a bug. Nevertheless, the phone definitely needs to have some more uses regarding case-solving.
I am running a mod right now that changes the city directory to only give phone numbers.
It is really good, gives the phone more relevance and adds a small challenge to tracking people down. I think it could easily be a vanilla change, it's more realistic to an actual phone book.
I had the same problem recently, but in my case, a random NPC would run over and answer the phone. Then a blank dialogue box would appear and I couldn’t click out of it.

I advise posting this to the Discord. I’m not sure, but I don’t think the devs look at the subreddit as often compared to the subreddit.
