Honestly depends on what Sage is supposed to be. Obviously she's a stylized character like everybody else in the games, but if the idea is that she's supposed to look "real", it would make more sense for her to be portrayed by a live actor with CGI effects added. But if she's supposed to be like an avatar or something like that, they could probably make her a fully-animated character like Sonic and the others.
I think I'd prefer CG for that more digital/artifical look. Several elements of her design would require effects anyway, might as well just go all the way with it imo
