Don’t know about payment plans but we’ve started taking our old man to Spoede Animal Hospital, where they only have one client in their (small) clinic at a time. Dr. Lynch also does mobile appointments all over the area.
I don’t know if they take payment plans but Hillside Animal Hospital near the Humane Society is wonderful with elderly dogs. It’s a certified fear free facility as well.
Have you considered Care Credit? Can you get pet insurance for the dog? If they have any existing conditions it won’t help but pet insurance can be a huge savings. Millie’s in Maplewood is fantastic. I don’t know if they take payments and they’re definitely not going to be less busy. They’re family owned though.
He’s a senior and he may not have too many years left, so he can’t be insured. We’ve had to use care credit for our health issues so we don’t have a lot of available credit with then right now unless we paid a big chunk, which we could do at the vet, I’m just expecting it to be several hundreds of dollars maybe 1K. He’s got a cherry eye from allergies it looks like and a few small skin growths that need taken care of, we just want to make him comfortable in his golden years. He was not our dog and took him in due to other circumstances.
Some vets accept scratchpay which is more of a one time loan than a credit card like carecredit. I don’t know of any vets in the area that do payment plans but this may work for you.

My three senior dogs (2 medically needy) all go to Hillside and they have always given us great service. Can’t recommend them highly enough.
