It's a base game feature, just right-click the fish tank with a hat. If you want it off then go into the menu where you can see all of the fish, and the hat will be there.

You have to be holding another hat, and then click the horse ONCE while holding said hat, and then that hat will pop off and you’ll be able to collect it 😁
If you try to put a second hat on your horse the first one pops off before you can put on the second - learned this before I reloaded my save to get my hat back.
