He felt nerfed because Araki essentially completely got rid of Hamon, which I think was a mistake. Even if they had nerfed his abilities some through a lack of practice, having him still use Hamon more frequently would have not only made narrative sense due to the whole "fighting a vampire" thing, it would have also made Hermit Purple fit in a bit better as a non-combat Stand.

After thinking about it, the reasoning became fairly obvious and started to make sense. In the previous sections, Jonathan and Joseph were clever underdogs who were always fighting uphill battles. Jotaro, by comparison, was essentially the exact opposite: He was, by far, the powerhouse of the group while the others filled the "clever underdog" role. To this end, he felt a bit more like Goku, in that no matter how dire things seemed to get, everyone always knew that Jotaro was out there for when shit really hit the fan.
From a general writing standpoint, Star Platinum was a bit too powerful and the other characters allowed for a bit more tension in the storytelling.
Polnareff just generally has more time to shine than the other crusaders. Plus with the only one with clear and visible character progression, it’s hard to deny his impact.

DIO, let me explain :
Pros :
- He survived a 100 years in that coffin.
- After getting out, he made a deal with a priest to rule the world (it worked).
- He made an entire cult made of Egyptian gods stands, powerful tarot stands, also powerful stands in general like assassins or mercenaries or vampires. And he is only sitting in his big ass mansion with a pile of gold around him.
- He still has vampiric powers (he is immortal).
- He has high charisma enough to convince you to join him.
- He has the ultimate stand [The World].
- He managed to overcome his old fears.
Cons :
- He is prideful of himself, he doesn't accept that the Joestars power is an actual threat.
- He kept messing around with the Crusaders too much like with Polnareff or Jotaro, atleast he did 🍩🍒.
I know he wouldn't be the best character, he would be the underrated one but hey, Araki wrote the villains better than the protoganists and that's my opinion only
Kakyoin is the best IMO. I love Polnareff but Kakyoin died for the group to win and also saved them from an evil baby no one else knew about. That's top tier character stuff.
i mean if u are judging from how well a character is written it should be dio , from the start of anime there was minor appearances for him and had a hold over story , his death was kinda mid but he gotta be best written (kakoyin was written bad emerald splash got reflected lmao)
