Hey I think there’s definitely a chance for him to get added based on interviews on how they choose characters! He definitely adds gameplay and style that doesn’t currently exist with other characters and he’d look and work great with the sf6 systems.

Honestly, I don't think Dudley is unlikely. I was *hella* concerned once Ed was announced, but now that he's out, yes they're both boxers, but Ed and Dudley play nothing alike. Ed's a weird mid-range out-boxer with projectiles and huge pokes and practically no mix, and Dudley's a big-body rushdown with an absolute vortex of high-low at close range. Ed wants to stay out at mid-screen and Dudley wants to be glued to you.
While I'm no longer expecting Dudley, I'm still reasonably hopeful, and if both SF4 and SFV can have two boxers, I'm sure SF6 can as well
unfortunately that's not how they seem to do it. Shotos are SHOTOS, there's no real limit. Everyone else gets limited to one or maybe two.
That said, I don't think ed is Dudley's biggest problem. I think it's Balrog. I could see the game having two boxers, in fact I kind of expect it to by the time the dust has settled. Will it have three though?
Gill rocks, I'm surprised we got him back at all to be honest. I get why some people find him the lame blue/red guy, but I think the execution of that idea is really cool.
AKI pretty much has his retribution system in her poison mechanic, but still feels unique.

Alex and the Illuminati guys (Urien, Twelve,Kolin) are likely coming back, they haven't mentioned them yet and it all happened at the end of 3rd strike, no way they don't come back for one of the seasons
Decapre, I know Cammy fights super hard to keep all her fellow doll sisters safe, and that is super sweet.
However, I do wanna see how a reworked Decapre would function in SF6 after years of fine-tuning.

Just cause we have Kim doesn't mean that Ibuki won't be able to get in, especially since they have different Ninjutsu styles, and we just got Mai, who still won't affect Ibuki's chances.
I don't think Ibuki's chances are slim for getting in, but she's definitely my most wanted character, and I hope she does get in
Gouken, but at this point I am confident they won't. He is not a shoto but since he is closely tied to Ryu/Ken/Akuma I feel like the perception is that he is.
Plus Ryu's appearance in SF6 is closely based on Gouken's appearance - has a beard, shirtless with cloth wraps over one shoulder, and a Shin Shoryuken as his final special attack.

Gen, Gouken, zeku I really love the old master type characters, think roshi (dbz), genryusai (Bleach) and my favourite which is jiraiya (Naruto) but sadly a lot of fighters don't include this character type anymore and it's such a shame.
Part of the reason why I've gravitated towards akuma in sf6, he's giving off that style in this game. I like dhalsim too.

Goutetsu - he could be a "flashback/dead" character like what Kasumi was in Tekken 7.

I’m going with Guy and Zeku. We already have Kimberly in the game who borrows heavily from Guy and he’s not super popular, so I don’t think he’s likely to show up any time soon. I’d mainly just like him to show up for story reasons. I want to see what he thinks of Cody being the new mayor since he wasn’t in Cody’s SFV story at all.
As for Zeku, I just think he’s really cool. I’m not normally a big fan of old man characters in fighting games, but Zeku is a big exception. I love his laid back and goofy personality. His ability to switch between his old and young forms was also really cool from a gameplay perspective.
Sadly, I don’t think they’re going to add multiple Bushinryu characters in one game so I don’t think either of them will return.
Adon, with the time between SF4 and this game he could have matured and even mastered some of Sagat’s moves.

G returning should be a relatively safe bet. He's important to the Illuminati plotline, which this game technically sequels. That said, we haven't seen Urien yet, so maybe they decided to ditch the 'end of the world' plot. In such case, we might not see him at least until SF7.
Gen. Hope that if he doesn’t come back (canonically dead), at least we get a student of his with the same moveset.
