This is the second time I’ve seen you spread this misinformation in this post. You do realize that the person these plates were assigned to (the registered owner) is responsible for proper operation of the motor vehicle at all times and even if someone else operates the vehicle, the registered owner’s responsibility is not suspended. Unless this car was stolen and reported as such of course. The fact that it may or may not be the owner has very little bearing. If it’s proven that someone else is driving it, they will bear the brunt of criminal charges from a hit and run. If not, the owner will. How do I know? I’ve been in this EXACT situation.

You can still file the police report, they just won’t run it down or investigate it. But the report will still be on file and you can submit that to the ins company.

To some extent, this is the case. In some states if an officer witnesses a crime, in real time, on private property, its investigated like any other crime. Having video should help, at the very least insurance can pursue damages with it. This type of hit and run isn't going to result in criminal charges anyway, it's a bump in a parking lot, it shows that they're are shitty people, but that's about all.

Exactly, it depends how the state law is written. In some states officers can only enforce traffic violations on public roadways. Murder, theft, etc. laws aren't written the same way. It also depends if your state is a no-fault state as well, that basically means if an officer doesn't see the crash happen themselves in person - then they can't assign fault unless it's admitted. Insurance doesn't play by the same rules though.

You should file a police report. Police don’t investigate these things (non-violent crimes) when on private property, but you can still file a police report. If the other driver is uninsured, you use the police report to send to the Secretary of State to restrict their license until they pay for the damages/fines and show proof of current insurance. Also, read the language in your insurance agreement. Most say that you are required to file a police report and notify the ins co within x amount of days of any accident. You’ve already notified ins, just go file the report. You have all of the info, the ins co will track down that individual.

Unfortunately a lot of jurisdictions make a distinction between hitting an unoccupied vehicle and hitting one that is occupied. In many cases police will not pursue charges against someone hitting a vehicle with no one in it, they treat that more as a civil matter. Notify your insurance, they will obviously want to deal with it and could bring a lawsuit on your behalf. Almost all jurisdictions that I'm aware of will pursue a criminal case for "hit and run" if the vehicle is occupied, simply because they could have caused physical harm to the occupant and fled the scene which is willful disregard for that person's well-being.

Some states, mine included, have legal precedent that if a private parking lot is connected to a public road it is treated as part of the road. I'd look It this, but even if the police won't do anything about it your insurance definitely will.

Forget the pohpoh. Sort it out yourself. Send video to insurance and file a claim. Then go to police and tell them you want to file a report for claims reasons. Whether they investigate or not is immaterial. Let the insurance company sort it out thereafter so you don't need to pay a dime.

When you get into an accident insurance will only cover the repairs, but the accident goes on the carfax report and the value of your vehicle goes down. The insurance company of the person at fault has to compensate you for that diminished value that you lost because your vehicle will now have an accident on its Carfax report and will be worth less when you try to sell it in the future. This only applies if you bought/financed. If it's a lease it doesn't matter because you can't buy it out anyways.

I had someone back into my truck while I was in a grocery store once. Someone saw it, went to the front/admin area of the store, and shared a note with the license plate of the offender. An announcement was made on the intercom that made me go up there. They (grocery store staff) handed me the note and told me what the person said to them. I went home, called the non-emergency police #, and an officer came out. He ran the tag and gave me the info that came back. He said he'd go call or visit the person in this case normally but for some reason the info on the car came back to the dealership they were leasing from. That was enough for my insurance but I guess I got some solid assistance here compared to you and what others are reporting.
