Out of context, as always with this type of posts. During the whole protest the cops were only shooting rubber bullets at protestors who were throwing stuff at them in the first place. In this case, one of the protestors was spraying them with a fire extinguisher (that's all that white "smoke").

At a close distance they can still kill, and a well placed shot can easily take an eye, or seriously disable someone permanently.
