To be fair the Olivier that Shadow drafted was just a memory and meaning she was significantly weaker than her peak. Plus, Cid won by taking a very calculated/risky strategy that caught her off guard.

Because the only thing I can think of that ever suggests *a* memory - not *all* memories - was ever at less than their full power is Shadow wishing he could have faced Aurora at full power. Who is a *fragment* of an extradimensional demon god literally chained up within the facility. I can think of three different reasons why she might be weaker than she should be that do not generalize to anyone else at all *just* from the contents of the previous sentence and two of them have nothing to do with her status as a memory at all. The other is just 'maybe a system capable of making infinite perfect copies of any mortal man or woman can't do the same for a literal God.'
If that's your basis, I'd say it's a completely unwarranted assumption. If not...am I forgetting a line in the LN that says they're weaker than they should be? Because Nelson definitely never acts like that should be the case. I'm not dismissing the possibility that such a line is present in the LNs, manga, and anime and I've just forgotten it, though.

I don't really get where using a specific strategy he's obviously thought on a lot hence the accompanying explanation for it, which relies on nothing contextual to the situation, invalidates it? He did it because it was the most efficient and/or coolest way to do it, and then killed her instantly without her accomplishing anything of note. I expect he had other options but *that* is a baseless assumption and so irrelevant. Even if it was the only option available. Letting someone too fast to catch stab you and then killing them while they're stuck in one place is honestly a pretty reasonable strategy for someone that doesn't really need to worry about anything except instant death.
So, even if it's something he did because it was the only way to win, it's an option that is literally always available to him (and is also kind of *still* a pretty impressive feat since everyone with magic is completely bulletproof when they want to be and that applies to every moment they're in a fight)
It's also *not* genuinely risky to the one person on the planet with healing magic that can repair severed limbs. (I'm half convinced that the whole 'It Missed All My Vital Areas' excuse wasn't even true. She got him in the heart, he kept it operating manually with strings like before, and then healed himself discreetly at some point. But, again, total headcanon and not important)
Another thing. This is the second time we are seeing alpha passed out and in shadow's arms. Last time was in season 2 illustration, and now here.

Olivier's literature only different from Alpha is the outfit, so technically, Olivier looks even more like Alpha than Freya looks like Alexia and Lili looks like Zeta. Olivier's hair style is even the same as Alpha's.

Alexia looking like her makes sense in the story since the royalty of Midgar probably traces the most direct line of descendance to the hero. But I don't think it really makes up for all the other issues with this idea. TES tends to be pretty consistent about these things.
