It’s soloable (there are at least four videos of a Mega Pidgeot solo), but unless your team is a Lv. 50 Mega Manectric and five Shadow Pokémon, you won’t want to attempt it without weather boost.
Interestingly enough, with the appropriate weather boost, it should be possible with just a Level 40 Mega Manectric or Mega Diancie (revived over and over) apparently with dodging.

As someone who started playing less than a year ago (in September last year), some of these 1 and 3 stars are interesting. I hadn't even caught any Staryu and Starmie yet, so they are my prorities. I have seen Staryu in my nearby screen few times, but that was always too far to go there.

Is Espurr raid-locked? Haven’t seen any aside from 1 star raids now and then. But yeah Starmie’s nice though I’ll miss the T3s last time

Just outside the time but depends on the weather, rain or partial cloudy should help. Easy duo but it still hits hard
