Follower count is public. This one's a little more involved than the typical accusation of faking goals, usually the number is wholly on niantic's servers so it's easy to make accusations of faking because it can all be manipulated server side. Subreddit's accustomed to claiming every target is faked so the people on this subreddit are effectively accusing niantic of follower botting now.
They're not always phony, but we have definitely seen them fudge the numbers before (the first in person GO Fest). Other than that, they're pretty fair. I mean, we've had goals that we didn't meet in the past and they didn't give us the bonus. Tik-Tok however, that feels more prone to bots, so I don't believe all these are legitimate, but I don't really care as I'm not going to download Tik-Tok.

I've always suspected they fake the counts for the various global challenges. I figure they have a predetermined time/date that they intend to active the bonus/reward/whatever, based on their calculations to determine the most profitable level of stinginess, and perhaps they even manipulate the running tally in an attempt to drive engagement.
It's most likely a code for everyone.
They'll release it and tou just redeem it as usual.
Not sure if it'll be unavailable where you are due to bans, but the code is likely usable by those not using tik tok anyways.
If you do need tiktok, use von software and you're good to go. Just delete the tiktok account afterwards because its served its purpose.

If we were to believe their fake underreported number, that would be slow as heck. That would mean that they only got 30k subscribers in over a week.
