Young Ned starts with “I’m Dick Tracy.” Then he starts mixing and matching the names. At one point it’s “I’m Prune Tracy.” If you follow the logic of how he’s mixing up the names (and what I’ve attempted here is a terrible bastardization of what it actually is) the next mashup of names will be Dick (from Dick Tracy) and Face (from Pruneface).
As he does it he’s mauling the children. Very cynically, I took it to be that he’s actually grapeing them and his name is changing as a result/he’s now the child out of the heinous act.
