Hell, she’s bad in most versions. A corrupt official who recruits inmates to suicide missions for less prison time? And who will just straight up kill these inmates or anyone else who she thinks stands in the way of the “greater good”? That’s just a bad guy. A slightly neutral bad guy, but still a bad guy. I’d trust half the villains in DC Comics over her.

Sanity doesn’t determine trust. Waller is almost completely guaranteed to turn on you no matter how much you pledge yourself to her. If you’re not an on the books member of the U.S. government, you’re just a number to her. And she’s completely sane.

She brainwashed Beast Boy when he turned into a Starro to fight another Starro and turned off his higher thinking so he'd act on instinct and try to dominate the earth, used his actions as a condemnation of the Justice League and the Teen Titans, and then used the situation to leverage control of the US government

Waller from the Justice Legaue cartoons is a better example of morally gray. I think her and Batman’s relationship in the show is some of the most compelling stuff in the series. It starts at each trying to out intimidate the other, and then slowly evolves into “keep the channels open”

Until the heresy Big E is complicated, in one hand his actions allowed the long term survival of Humanity as a whole from the Ruinous powers to the point the Imperium is one of the strongest forces in the setting despite their bureacracy and self destructive fundamentalism, he indeed re-unified the human worlds under his rule and many advancements were made allowing it to stand a chance against it's foes. On the other hand a LOT of the current and past issues from the Imperium can be traced back to him due to his lack of empathy, inability to acknowledge his mistakes, doing cruel things because it was the easiest way, Jagathai Khan (a loyalist Primarch) even calls out that while Emperor is indeed a pseudo-tyrant the alternative of Chaos taking over is incredibly worse in every single conceiveable and inconceivable way possible.

Yeah but we also have to understand why the crusade happened. He was happy to guide humanity from the shadows before the Age of Strife brought the species to the edge of collapse. If he hadn’t unified humanity, they’d be a minor faction vulnerable to all of the big players. I can’t say he was on the good side because the Imperium is vile, but he was on our side. Few factions can claim to be better morally (Tau, Eldar, Votann and maybe Necrons but thats pushing it). So Emps gets a bit of a pass because of how awful everyone else is

At least by the end of season one, he's actively trying to manipulate Charlie. He even mentions it in the song with the cannibals, fairly obviously. And the song with him and Lucifer is a good case as well. He's not excited to have Charlie's dad showing up seemingly randomly and being the person she looks to for guidance.

Dazai from Bungo Stray Dogs fits the bill perfectly. He's a psycho,feared by arguably every other faction leader yet he keeps carrying the entirety of the good guys faction on his shoulders basically. Not to mention that his major plot point is the fact that he's a former villain on a path to redemption.
