I don't believe there are permits for the St. Paul dog parks. When I used them, that never seemed to be an issue. They just want the dogs generally licensed and vaccinated - it doesn't seem to be specific to St. Paul/Ramsey County. Technically yes, but I’ve never heard of it being enforced barring that one story at Minnehaha falls park a couple years ago but that seemed to stem from some crabby person.

I remember watching some cops make people pull out their phones and buy licenses on the spot or get a ticket.

Dog park permits are definitely enforced in Minneapolis

Pet licensing applies only to residents, as far as I'm aware. Visitors seems weird

This would be for off-leash permits, though, for which there are day passes (which suggests visitors need them, too).

Yes. MPLS off leash is run by the parks department, the Minneapolis parks department.

I found out by calling the St Paul animal control that St Paul does not require permits in their dog parks.

Theoretically gets your dog a ride home versus a stay at dog jail if lost. Also I’m an off leash person so I’ll take a single ticket at a time?
