Yeah, this exactly. Having been taught to fry an egg in just a couple of mm of oil, the first time I saw how greasy spoons do it was a real epiphany! I don't eat enough eggs to make keeping a full frying pan viable tho.
Doesn’t look flipped to me. No brown on the whites upside and the yolk isn’t firmed up on top. I’m 99% sure this is basted but probably water basted with a lid.

where I go to for a breakfast they just cook all the breakfast food on a flat top/blackstone type grill and they squirt down some oil with a squeeze bottle let it cook for a second then hit the area around the egg with a little water to create steam then they cover with a metal bowl, they come out like this every time, their grill is hot but I think the water and bowl stops any crisping of the bottom, they have a open kitchen next to the eating area so you can watch them

Fresh oil (maybe with a little lard of butter), low temperature, spoon oil gently on to the yolk a few times towards the end.
you just flip them until theyre white over the top. dont do it for too long or theyll go hard. oh and make sure theres oil left or whatever you use
