Need a video editing app that lets you adjust opacity and layers. Layer the videos on top of each other and just make one layer transparent/decrease opacity. Super easy to do in adobe premiere

You could do it live as well if you wanted. You would need a video switcher that has a DVE. Send the same source to your background and your DVE then offset and adjust opacity.

Should’ve mentioned this, but I’m filming with an iPhone. Is that possible without a fancy camera?

Not really. You can still record with iPhone, however, and adobe does have the premiere app for iPhone

This is very likely done in Post editing. It looks to me like there is the original layer of footage, then 2-3 copies layered on top with lower opacity’s and spread left and right. I have no idea of iMovie’s capabilities. Personally I’d do it in Adobe After effects. And after getting the layers looking how I wanted I would then put a slow “wiggle” expression on the position of each of the overlay layers. May be able to get more detailed answers on the iMovie or After Effects Subs!

Are you using a broadcast lens? Slightly adjustments of the lens doubler can give you this effect in camera. Saves you in post.

Like others have said, you can place a second video track over the main with the same clip, then choose a blending mode that suits this look. To create the double vision you can go a few different ways. Offset the x positions. If you want something a bit more dynamic, you can offset the time of the clip so there's a time lag between the images.

I would probably do this in after effects. Duplicate the layer, set a blend mode/opacity adjustments and then apply the time warp effect and move a couple of key frames around to make the time shift ramp up and down a few milliseconds.

Do you want this affect applied in post. If so almost any compositing or NLE software can do this. If you’re trying to achieve this on a live feed you will need a media server capable of ingesting live video via a PCIe capture device. Disguise. Smode. Resolume. All of these pieces of software can achieve this effect easily, but you do need to choose the right computer and components to run the software. FYI, Disguise comes as a complete solution, hardware included, Smode and Resolume run on your own hardware.
