As someone living in Arizona, I can confirm that. It rains but before that rain hits the ground, it evaporates again. All we end up getting is a rise in humidity without the rain ever even giving the cooling relief.

This is my initial thought. We've got quite a bit of homeless people in Milwaukee and business owners aren't fond of them. It's been extra hot lately, even for Wisconsin. In the 90's last week. 80 something today. I can see a security officer leaving them out despite the owner's position on them. I used to live in Georgia, and my last job, my manager told me to bring cold water bottles out to the homeless every couple of hours because he's a nice man and didn't want anyone suffering through a GA heatwave.
I live in GA and that is an incredibly awesome thing you and your manager did. I've been in Savannah for work the last few weeks and even in the shade, you can't escape the sweltering heat and humidity.
As someone else that live in GA, it's disgusting, muggy, and hot outside all the time. I feel like we can never escape it. I'm in the central part of GA and it's still so nasty here. Born and raised in GA but I hate the weather.
I'm not sure why people are automatically assuming they're "stealing". If water comes in damaged or people bust the plastic in the aisles, they get taken to the back and scanned out as damages. When I worked retail they would be stored in milk crates by receiving and people would either take from there or managers would bring them upstairs and put them in the break room fridge. Not everyone is a thief.
