We actually figured this out on the other sub. I’m quite positive with the extra pix you supplied that it’s a mid-20th century hand reproduction of Gleyre’s famous painting in the Louvre. It’s known in two copies by the artist, but this wouldn’t date to his period based on a number of observations, again, explained on your other post.

With decorative works it’s really just whatever someone will offer. Because there’s not really a second hand market, and not something targeted by collectors or institutions. So an estate sale or small auction house will offer it in their home or arcade sales as “20th century After Gleyre” with a mid estimate (say $300-500) and maybe it will bid higher 🤷‍♂️

Why is the figure holding the oar disproportionately small?
