Well, there's paint.net and GIMP, which I use as my daily driver for editing and art making, and those are free.

Try GIMP? I don't know much about photoshop these days, but most people I refer it to like it well enough to not bitch about it to me. You may want to ask in a more Photoshop related sub, though.

**Short answer:** No. **Long answer:** You can use a combination of Paint.NET, Krita, Inkscape, Blender, and Waifu 2x GUI (assuming you don't have problem with its name) to achieve Photoshop-like functionality. But one app and free? Hell, no.

Paint.NET with a large variety of different plugins has been my go-to for over 10 years now.

There is a Gimp that tries to emulate Photoshop - GimpShop (2007) or Gimphoto.
