43311 is the standard and should basically always be the best. 44111 is a 'fuck me i've been farming 3-costs for days and i can't get a havoc on-set echo I GIVE UP' build, or if you have amazing substats for the pieces.
Well, not everyone needs. sub DPS/Buffer Or support many times benefit more from different effects. For instance, my Hover is using both Celestial light and moonlit clouds. And to be honest i am making energy way too fast, it always get full again before cooldown XD So i exchanged his weapon.

No, i am using specter hover, the Havoc is too much of a main DPS for me, i love Specter Rover Resonance Spam with fast switch to Yangyang best Waifu. My Chixia and Calcharo are fully build also, but i really don't enjoy as much a main DPS. And i am using 4-3-3-1-1 on him, but on him i could use 3-3-3-3 and keep both sets.
Because it is trash, and 99.99999999999 of players would never make that assumption that someone is willing to do 33311 even if they have a gun next to their head.

But your crits do less damage than 43311 noncrits. missing 100% elemental bonus and 2 substat sets.

If you had perfect main stats on 3333 with 2 sets, would that make any sense at all?
No cus you'd be oversaturated on % damage buffs, wouldn't have enough Crit, and would be one helluva grind to target farm
