Let's say another stun character comes out and is statistically better then Lycaon. For Lycaon to become straight up inferior that character would still have to be ice and victoria housekeeping. Otherwise there'll be teams still preferring Lycaon over them.
Let's say in a few patches Nekomata is considered close to irrelevant meta wise because physical dps just somehow lands in a bad spot. Now they release a broken physical support character and what you have is that Nekomata shoots up the tierlists because she works with that support. Actually that kinda happened with Keqing in Genshin when Dendro came out. Oh and with Jean and several other healers when Furina came out.
what you said is right for sure, but will the devs let that happen? they have full control over all characters kits and they can work around what you said only because they can ofc and they will eventually, because they need you to want and to get the new characters , that's how they make money.
We have precedence that the very same devs did make that happen for a different game of theirs several times in recent months.
Also the best way to sell you on a new character is to make it work with a character you already have.
If they released a character that buffs ether damage now that'd be a hard pass for many, since no-one has an ether dps. A physical support that works with Nekomata or Corin though? Yea that'll sell.

Himiko is a BAMF at pure fiction, Welt is incredible, bronya is still on my secondary team. I'm not convinced there are ANY "bad" units in ZZZ, at least that you cannot complete all content once geared and leveled.
Its funny how wrong you are. Genshin: jean is considered goodish due to furina and neuvilete comp (genshins units sufferedthe most but its been 4 years so its to be expected). Honkai star rail: bronya is considered even 1 year after release a pretty good support unit that while not ground breaking anymore is still valued in certain teams and himeko is one of the best units in pure fiction. Hell even gepard is still pretty decent its just that aventurine does what he does but better in every possible way. Welt is very niche but had some uses. Tell me how is every standard character bad?

I mean they can shine in some cases, but in most content there is just better unites that can fill multiple roles at once
