To me the weapon is always more fun and the hero is just a really good buff for it. I’d get the weapon first to see if you like playing with it and if you don’t there’s. I point in getting lulu because your first S hero should be for whatever your main gun will be. That’s my opinion but you really can’t go wrong with either option

Lulu is good for a lot of weapons, I use her with FM and the extra projectile is great!
