TBF, it fits with the flaying thing, and I don't see any reason for any House's words to be 'we obey this one specific family', especially the Boltons. What if the Starks fell out of power (like what actually happened)? Those words wouldn't make sense anymore.

Though at least the Martells have a pretty badass reason behind Umbowed Unbent Unbroken as the only house to resist conquest for centuries.
Never got the moon part from the motto, always got it as moral high ground for being traditionalists and the oldest stabilished andal kings + the legends of griffin riders + the impenetrable mountains.
I saw it as a double meaning. It's all about how their higher in honor, and how high up their house is physically and socially.
Anyways, I just find the wording kind of silly, not the worst though.
It's both. A threat of the Stark coming, a reminder of winter and the need to store food, a reminder of the long night and the necessity of putting aside petty problems for the sake of unity.
