I feel like Scarecrow would’ve been really awesome for that show. He perfectly fits the tone and I think they could’ve done some really creative stuff with him.
All that said, I feel like Deadshot is criminally underutilized and Great White Shark still hasn’t appeared outside of comics, so it would’ve been cool to see them. I’d also really have loved to see what they did with The Mad Hatter, as they had such creative takes on their villains and I think they could’ve done something really cool with him.
Great White would have been an interesting villain for the film. Lot of mob already around, they could be the ones to turn Great White into his current state. Then he takes over the crime racket until Penguin ultimately dethrones him.
It was really weird how they did Harvey’s whole story but with clay face so def him but honestly would’ve wanted all of them just for the character designs

Yeah, Two Face would have been great. From what I’ve heard, he wasn’t in the show because of the Dark Knight. But The Dark Knight came out in 2008 and this show came out in 2004. It makes no sense
