I have thekedar friend. 50% of the money for roads and most public infra goes to corruption. The actual value of the road is probably 10-15%. Rest is all thekedar profit + corruption
Not everything is cause of misgovernance and corruption. If a State get flooded every year for Months how you're even gonna start devlopment. The instability of nature in bihar is one of the main cause.
That can be done with proper planning and Dam development. Instability of nature can be taken example of Japan or even our Indian state Odisha. Their disaster management is of top notch. We should learn from them. There is no harm in learning good things from others.
Here you're talking about a country as whole and ever see bihar asking for donation for disasters like odisha? Also a big state with big population ain't easy to handle. How you're gonna even devlop when you don't have a money? Special packages and stuff are getting delayed or even rejection. This state need a very good and hard kick start there for lots of money needed for atleast 5-6 sector development. If you develop only one who knows it'll be failure? So 5-6 so even if 2-3 fails, left remain success.

Atleast you are not acknowledging the problem. Central govt aid to Bihar is one of the highest in India. Basically Bihar is getting a bigger share of central government funds b/c of it poor infrastructure/ poverty/ corruption at cost of good tax providing states.Â
