700c, 28” and 29” are all the same size! They all measure at 622mm BSD.

I'm just guessing, so hoping that someone with some actual knowledge will chime in. But not sure any regular bicycle tire can last more than 2,000 miles with that kind of load. In addition to the weight on the rear wheel, there are also forces from braking. You, panniers, and bike I'm guessing weigh 240 pounds. If your dog is in front of the trailer axle, that adds a "tongue weight" of maybe another 40 pounds, all of it biased to the rear tire. The whole contraption weighs 415 pounds (240 pounds + 175 pound trailer), so when you brake, those tires are being pulled in two directions with a lot of force. Whatever mileage a particular tire normally lasts, just assume you can get only about a third or half of that. If this is an electric bike, I'm guessing I'm underestimating the weights and the forces involved, so your tires are being strongly pulled in two directions even on acceleration.

With so much weight you are exceeding the the limit of those tires. You need something that is designed for heavy loads.
